Judging Panel


The Judging Panel is a collective group of renowned professionals in the field of BIM. Prof. Jack CHENG Panel Chair Prof. Jack CHENG is currently the Associate Head and Professor in the Department of Civil and Environmental Engineering, Associate Director of GREAT Smart Cities Institute, and Director of BIM Lab at the Hong Kong University of Science and Technology (HKUST). His research interests include BIM, digital twin, IoT, artificial intelligence, construction robotics, blockchain, construction and facility management, smart and low-carbon buildings, and construction digitalization. He has led a number of research projects in smart buildings and construction. He is an author of over 300 international journal and conference publications. Prof. Cheng is currently the Chairperson of CIC Committee on BIM and Construction Digitalisation, a CIC Council Member, Director of the Hong Kong Green Building Council (HKGBC), and Editorial Board Member of several international journals. He is a Past President of the American Society of Civil Engineers (ASCE) Greater China Section, Past Chairman of the Autodesk Industry Advisory Board (AIAB), and Past Honorary Treasurer of the Hong Kong Institute of Building Information Modeling (HKIBIM). He is a Fellow Member of HKICBIM, Professional Member of HKIBIM, CCBM, CCBC, and Certified Carbon Auditor Professional (CAP). He has received the Construction Industry Outstanding Person Award in 2019 and Young BIMer of the Year in 2014 from CIC, and a few research and paper awards in international conferences. Ms. Karen Cheung Panel Member Karen CHEUNG is an Assistant Director of the Buildings Department. She is a building surveyor by profession. She holds a Bachelor of Science Degree in Building Technology and Management, a Master of Science Degree in Construction Project Management, and Bachelor of Laws Degree. Currently, Ms. Cheung leads the New Buildings Division 1 in the Buildings Department. The Division deals with approval of plans of new private buildings and overseeing of construction process. The Division works in close partnership with building professionals. Ms Cheung also supervises regular reviews of regulations and standards to keep the building control system in tandem with the advancement in technology as well as the practice and needs of the industry and public aspiration. Ms. Cheung was responsible for the “Guidelines for using Building Information Modeling” published by the Buildings Department in 2019. She and her team had also worked with the Development Bureau in the promulgation of the “Roadmap on Adoption of Building Information Modelling for Building Plan Preparation and Submission”. Ms. Cheung now heads the BIM unit in Buildings Department. The unit is developing various automated checking tools to facilitate plan processing, automate workflows and minimize manual arithmetic checking of submissions to facilitate a wider adoption of BIM. Ms. Cheung keeps track on the international trend on BIM. She attended the buildingSMART International Standard Summit convened in Rome in Spring 2023 with a focus on “Delivering a Diverse and Sustainable Future with openBIM”. Ir Clement CHUNG Panel Member Ir. Clement Chung, Director of Arup, has over 30 years of experience in MEP design and management. He has led the successful delivery of many large-scale projects, encompassing data centres, manufacturing facilities, railways and hospitals. He brings together experts from across disciplines and drives a fully coordinated digital workflow to realise total design solutions that are highly energy-efficient, reliable and resilient. Clement champions a‘user-experience centric’design approach and is well-regarded in the industry for his commitment to design innovation. He plays a pivotal role in promoting the better and wider use of BIM in Hong Kong’s construction industry. He aims to provide top quality design products that enable cost-effective solutions and innovations, thereby paving the way for decarbonisation. Safety by design and DfMA in MiMEP are inherent in his designs. By adopting BIM and digital workflows, all design elements are embedded and aligned to achieve health and safety, sustainability, and operational suitability. Dr. Calvin KAM Panel Member Dr. Calvin Kam is the Founder/CEO of Strategic Building Innovation, bimSCORE, BIM Supporters Group, and PlanMeetDone.com, an Adjunct Professor at Stanford University’s Center for Integrated Facility Engineering (CIFE) where he specializes in strategic innovation like Management Scorecards, Building Information Modeling, Virtual Design and Construction, and Digital Twins. He is a Fellow of buildingSMART International as well as American Institute of Architects. Calvin advises owners globally, and is a Chapter President of buildingSMART and an Executive of bSI's Compliance Committee. He has worked with the Hong Kong Construction Industry Council, Development Bureau, English Schools Foundation, Housing Authority, Lands Department, Electrical and Mechanical Services Department, Sun Hung Kai Properties, Walt Disney Imagineering, and was invited to present/facilitate at the 2014 and 2015 APEC workshops and to author APEC publications. Calvin has been an appointed international BIM expert for Singapore’s Building Construction Authority. He is a recipient of many awards including ENR's“20 under 40”and BD+C's“40 under 40”. Mr. Anderson LEUNG Panel Member Mr. Anderson LEUNG, a qualified Quantity Surveyor, is currently the Director of Works and Contracts Division in the Urban Renewal Authority. He is leading a multi-disciplinary team to manage the implementation of redevelopment projects and conservation projects, and arrange repair and maintenance works for the organisation’s premises. He has extensive experience in setting the standard and quality of redevelopment projects. He is now coordinating the smart provisions and sustainable development of the redevelopment projects. He is also a co-opted member of Green Labelling Committee.) Mr. Stephen LEUNG Panel Member Mr Stephen LEUNG is an architect by profession. He has over 30 years of experience in the construction industry in both the private and public sectors. In his position as Deputy Director of Housing, he leads a multi-disciplinary team for the implementation of public housing developments in Hong Kong, covering a wide spectrum of tasks on projects from feasibility, planning, design to construction stages as well as on development and procurement central functions, formulating operational policies and strategies for sustainable development, safety and environmental management, and embracing the Hong Kong Housing Authority’s core values being Caring, Customer-focused, Creative and Committed. He steers the development and application of innovation & technology as well as information technology, including but not limited to Building Information Modelling (BIM), Geographic Information System (GIS), to continuously enhance the safety, efficiency, productivity, and sustainability of public housing development. Ir Kelvin WONG Panel Member Ir Kelvin WONG is leading the department to oversee the engineering design, operation and maintenance of airport critical E&M systems including automated people mover system, baggage handling system, airfield ground lighting system and electronic systems. Kelvin is also responsible for developing the applications of new technologies in advancing airport systems to help accelerate the digital transformation of Hong Kong International Airport to a Smart Airport. Kelvin is a professional engineer with over twenty years’ experience in airport engineering field, with an emphasis on airport systems and infrastructure projects for the Hong Kong International Airport. He is an active participant in building and construction community, and a committee member of BIM in CIC to help advocate on adoption of BIM for Capital Works Projects and building facilities management in Hong Kong. He holds a Bachelor of Engineering degree, with first class honours, in electrical engineering from Hong Kong Polytechnic University, and a master's degree in Building Services Engineering from The University of Hong Kong. Ms. Rosana WONG Panel Member Rosana leads Yau Lee Group’s integrated business sectors and plays a pivotal role in formulating overall strategic planning. With over two decades of entrepreneurial experience, she oversees corporate business development, management of construction projects in Hong Kong, together with the expansion of regional and overseas markets, implementation of full lifecycle management, Virtual Design & Construction and AI & Robotics. Under her leadership, Yau Lee Group has grown to be a forward-thinking and green integrated corporation on a global scale. She is passionate about technology, innovation, science and urban spatial planning and has founded Ophylla Ventures to develop and execute smart city solutions to create synergies for construction digitalization not only in the Group but also for the industry as a whole.

CIC Webinar on BIM Competition 2024 Briefing


The Construction Industry Council (CIC) has been organising the CIC BIM Competition annually since 2019, providing an excellent platform for the younger generation to enhance their knowledge and skills in BIM and showcase their talent. The competition aims to promote the practical use of Building Information Modelling (BIM) through a collaborative and competitive learning approach among tertiary students in construction-related disciplines. Now in its sixth year, "CIC BIM Competition 2024" aims to challenge participants' creativity and innovation in designing a CIC Innovation Academy and applying BIM technologies. The competition is open to full-time higher education (post-secondary) students and part-time students pursuing top-up degrees. Teams must be formed with a minimum of 3 and a maximum of 6 members from at least 2 construction disciplines. By participating in this competition, students will have opportunities to learn various BIM software with free licenses through attending hands-on training webinars. Mentors with a professional background will provide guidance and support for participating teams. This briefing will announce the competition details, providing information and tips to interested participants to prepare for the competition and gain a better understanding of BIM.
