Eligibility
ProjectGold, Silver, Bronze, and Special Mention Government and private projects are accepted for participation. The submitted project must be active from 1 January 2021 to 31 August 2023. The built asset of the project must be in Hong Kong. OrganisationGold, Silver, Bronze, Special Mention, and Overseas Achievement Project owners (clients), developers, consultants, and contractors are accepted for participation. The participating organisation must have an office in Hong Kong.

Judging Panel
Mr. Jimmy CHAN, JP Mr. Jimmy CHAN graduated from the University of Hong Kong and is a fellow of the Hong Kong Institution of Engineers and member of the Institution of Civil Engineers. Mr. Chan joined the Government in 1986 and has since then worked in various bureaux and departments responsible for managing different kinds of infrastructure projects, including airport development, site formation, roadworks and building development in Hong Kong. Mr. Chan served in the Development Bureau from 2007 responsible for formulation of works policies related to construction manpower, training of construction personnel, water supplies, flood control, slope safety, safety control of lifts and escalators, and construction site safety in public works projects. Mr. Chan joined the Highways Department in 2013 responsible for overseeing the planning, design and implementation of major highways and new railway projects. Mr. Chan was appointed the Director of Highways in October 2018. Mr. Mark ENZER OBE FREng Mr. Mark ENZER is a keen champion of digitalisation in the built environment and he is particularly interested in: outcomes-focused systems-thinking, collaborative delivery models, digital transformation, connected digital twins, low-carbon sustainable solutions and the circular economy. Mark is the Royal Academy of Engineering Visiting Professor in the digitalisation of the built environment at the University of Cambridge. As Strategic Advisory Director for Mott MacDonald, Mark provides strategy-level advice to key clients on digital transformation, connected digital twins and broader industry transformation. Previously, Mark was the CTO of Mott MacDonald and the Director of the Centre for Digital Built Britain, where he was the Head of the National Digital Twin programme. Dr. Calvin KAM FAIA, PhD, CCBM Dr. Calvin KAM is the Founder/CEO of Strategic Building Innovation, bimSCORE, BIM Supporters Group, and PlanMeetDone.com. A licensed architect as well as an engineer in the USA, Calvin is an Adjunct Professor at Stanford University's Center for Integrated Facility Engineering (CIFE), where he specializes in strategic innovation such as Management Scorecards, Building Information Modeling, Virtual Design and Construction (VDC), and Digital Twins. Calvin advises public and private owners globally, and is the Chapter President of buildingSMART USA and the Chair of its Education and Professional Certification Committee. Calvin has been an appointed international BIM expert for the Singapore government's Building Construction Authority. He has given many keynote and plenary speeches in over 20 countries, published a number of book chapters, APEC official publications, journal articles, and conference papers. Calvin was a recipient of various AIA, ASCE, SOM, Stanford University Fellowships, ENR's "20 under 40" and BD&C's "40 under 40" awards. Dr. John KEUNG Dubbed the architect of the green building movement in Singapore, Dr. John KEUNG is the first Southeast Asian to be conferred the Chairman's Award by the World Green Building Council (WGBC) in 2015 and was named one of the Top 25 Newsmakers of the Year 2013 by Engineering News-Record (ENR), USA. He was the Chief Executive Officer (CEO) of Singapore's Building and Construction Authority (BCA) from June 2006 to May 2017. Under his leadership, BCA moved Singapore into the position of a global leader in green buildings, raised construction productivity by an average of 2% per year from 2010 to 2017 and transformed its built environment sector through the adoption of Design for Manufacturing and Assembly (DfMA) and Integrated Digital Delivery (IDD). Since 2017, Dr. KEUNG has been actively involved in the Modular Integrated Construction (MiC) movement in Hong Kong through the various events and activities organized by the Construction Industry Council (CIC) and other associations and agencies in Hong Kong. Currently, in addition to some Board level appointments, Dr. KEUNG also serves as Adjunct Professor in various universities and Advisor to a few public agencies and private organizations. He is a Chartered Town Planner and earned his PhD from the University of Wales, UK. Dr. Yungui LI Dr. Yungui LI has been devoted himself in the field of digital transformation of enterprises and construction industry over a long period of time. He is one of the main pioneers in the field of building structure CAD in China, and also the main leader in promoting the high-level application of CSCEC's BIM technology and the smart construction technology development. He is the technical director of CSCEC's 10000-ton multi-functional experimental system construction. Ir Joseph LO Ir Joseph LO was appointed Principal Assistant Secretary of the Project Strategy and Governance Office (PSGO) of Development Bureau in May 2022 for formulating strategic initiatives to promote innovation to uplift productivity of the construction industry; strengthen project governance and uplift performance of public works through reinforcing the existing gateway process for cost management; enhancing project delivery capability; leading strategic developments to enhance cost-effectiveness; as well as enhancing collaboration with international counterparts and local industry stakeholders. Ir LO is a civil engineer by training. He graduated from the University of Hong Kong in 1992 and is a fellow of the Hong Kong Institution of Engineers. Ir LO joined the Government in 1999 and has since then worked in Development Bureau and various government departments including the Highways Department and Civil Engineering and Development Department. Dr. Winnie TANG, MH, JP Dr. Winnie TANG is an adjunct Professor in the Department of Computer Science, Faculty of Engineering, Department of Geography, Faculty of Social Sciences and Faculty of Architecture at the University of Hong Kong (HKU). She is one of the local born IT entrepreneurs from Hong Kong. In the 1990s, Dr. TANG founded Esri China (Hong Kong) Limited to develop and promote Geographic Information System (GIS) software and solutions. She is also the Founder and Honorary President of Smart City Consortium. Over the years, she has been actively advocating the use of technology and sharing her views regarding the ICT industry, eHealth, environmental conservation, entrepreneurship and smart city through her services in government and non-government organisations in Hong Kong.
